The APT is an independent non-governmental organization based in Geneva, working globally to prevent torture and other ill-treatment. The APT was founded in 1977 by the Swiss banker and lawyer Jean-Jacques Gautier. Since then the APT has become a leading organization in its field. Its expertise and advice is sought by international organizations, governments, human rights institutions and other actors. The APT has played a key role in establishing international and regional standards and mechanisms to prevent torture, among them the Optional Protocol to the UN Convention against Torture (OPCAT). The APT’s vision is a torture free world where the rights and dignity of all persons deprived of liberty are respected. APT’s Regional Office is based in Panama and is duly accredited before the Ministry of Foreign Affairs. The APT enjoys the status of International Organization, which includes exemptions taxes (ITBMS and IPAT). Currently the Regional Office is seeking for a competitive travel agency for 12 months, starting early 2017. The actual volume over the period of execution of the contract is approx. 50 international / regional tickets.

Scope of the Service

  • The travel agency shall be able to find and present various travel options/routes and connection flights to a requested destination. The agency shall find options on the Economy Class rates.
  • The travel agency shall ensure that ITBMS tax is not included.
  • The travel agency shall also provide at least two travel option to minimize connection times.
  • The travel agency shall reserve and issue tickets upon the authorization to do so by the Director of APT’s Regional Office.
  • The Travel Agency must present relevant information by email within 24 hour of the APT’s request.
  • The tickets will be delivered electronically at least 48 hours before the time of departure.
  • The service provider must provide services during normal working hours.
  • Services during week-ends / focal point for the organization.

Exclusion criteria

The APT reserves the right to make a selection solely on the information received. The APT reserves the right to evaluate and consider any application that does not comply strictly to this request proposal.

Selection criteria

  • Name of the Travel Company and registration number
  • Proof of being IATA-certified
  • Contact person, telephone number and E-mail address
  • Legal documents on the registration in the Republic of Panama
  • Audited past year, annual financial statements with signed audit report
  • 1 letter of commitment which shall explicitly and detail describe the services offered ( description of the business, history, days of credit, fees and other charges, specific staff members assigned to the account)
  • Provide 2 references of current clients whose accounts are active
