A Memorandum of Understanding was signed between the United Nations Development Programme (UNDP) and the World Scout Bureau-Interamerican Region (WSB-IAR), both based at the City of Knowledge, with the aim of promoting the development of democracy and governance, especially among young people of the Americas.

Chancellor in charge Luis Miguel Hincapié, signed as witness of honor, accompanied by Martín Santiago Herrero, Resident Coordinator of the United Nations System in Panama and UNDP Representative, and Raúl Arturo Sánchez Vaca, Regional Director of WSB-IAR and Chief of the International Mission, in a ceremony held at the Bolivar Palace.

The agreement will complement national efforts to promote social progress and better standards of living for the youth; enhancing their participation with equal access to opportunities as agents of their own development so that they can contribute to building a better world where people play a constructive role in society.

With this purpose the Memorandum establishes areas of cooperation such as Knowledge Management and Capacity Development in the sectors of youth, citizen security, citizenship building, human development and environment in Panama, all framed in the post-2015 development agenda and the Sustainable Development Goals (SDG). The Republic of Panama was set as an example since it is the only country that has adopted the Agenda for Sustainable Development as State policy.
