The United Nations Environment Programme (UN Environment) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
This post is located in the Latin America and the Caribbean Office at the Panama duty station. The incumbent will be supporting the Administration Unit and its outposted offices under the general guidance of the Finance Management Officer (FMO) and in coordination with the Finance Assistant. He/She will also maintain direct communication with the administrative team, in order to improve the efficiency of operations within the Latin America and the Caribbean region.
The consultant is responsible for their own safety, therefore, they shall be familiar with the mechanisms of security of the United Nations and follow the Framework of Accountability for the United Nations Security Management System.
Duties and Responsabilities / Result of Service
Under the general guidance of the Finance Management Officer (FMO) and in coordination with the Finance Assistant, the Finance & Budget consultant will be responsible for the following duties:
•Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
•Supports the FMO in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern.
•Assists in the development of resource requirements for budget submissions and in the preparation of budget performance submissions.
•Assists the FMO in the preparation/finalization of reports to project managers and donors.
•Prepares obligations in UMOJA and review them to ensure that funds are available, and the correct account has been used.
•Assists in the financial backstopping of trust funds, including monitoring the status of voluntary contributions, generating expenditure reports from UMOJA and monitoring reporting requirements by donors.
•Prepare payments for final disbursement (implementing partners and vendors). Review incoming payment instructions with regards to banking details and sources of funds. Ensure banking details are correct in the system. Notify payees of status of payments.
•Monitoring of bank account movements and balance. Registration of monthly bank charges and deposits.
•Dispatch payment instructions and cheques to banks.
•Create receipts and deposits for all incoming funds. Assist staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues.
•Assist in the reconciliation of project expenditures (UNDP Charges) and revision of open commitments.
•Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters.
•Maintains and keep up-to-date files.
•Provides administrative support to the Finance Management Officer as required.
•Performs other related duties, as assigned.
•Assist with the inventories of fix assets for the regional, sub regional and country offices.
Work Location: Panama City
Expected duration: 6 months with extension subject to performance and availability of funds
Academic Qualifications: University degree in accounting, administration or related area
Experience: Minimum 3 years of experience in finance, budget, accounting, administrative services or related area. Experience in United Nations or other international organization is an advantage
Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Spanish is required.
