Individual Contractor Announcement # PAN 18-IC-002 Technology for development (T4D) implementation

To assist UNICEF Panama CO with the identification, assessment, and integration of ICT into UNICEF programming, prepare and contribute technical input into related innovation/ T4D project plans, budgets and communication materials; identify, trouble-shoot and address system challenges; conduct routine user testing of any new features and provide quality assurance and documentation of end user experience for analysis; strengthen office capacity to carry out T4D related projects and maximize potential for T4D scale-up and roll-out; liaise with all stakeholders to contribute to programme planning, administration, implementation, monitoring and evaluation of programme/ project activities, data analysis and progress reporting; and provide T4D oversight functions with ICT systems and support with information security policy and procedures and risk analysis. The T4D Consultant is directly supervised by the Partnership Specialist (innovation focal point) but works closely with Programme staff and in close liaison with the LAC Regional Office (LACRO) T4D, the central ICT Division and UNICEF Innovation.
•Advanced University Degree in Information and Communication Technology (ICT), Computer Science, Information Science, Public Health, International Development, Community Development or a related field (University degree accepted if the relevant experience is more than five (5) years)
•Minimum two (2) years of relevant experience (at least five (5) years of relevant experience for the university degree holders)
•At least two years' professional experience supporting government and/or non-governmental organization, including training and capacity building or equivalent professional work experience at the national and international levels in information technology practice with a focus on Technology for Development (T4D)
•Experience in start-up companies/organizations is an asset.
•Entrepreneurial failures are considered as valuable experience.
•Experience in project management is highly desirable.
•Proven capacity to work with and lead collaborative teams across different locations and with different technical skills.
•A strong understanding of UNICEF's mission and vision as well as its programmes through direct or indirect work experience with UNICEF.
•Proven ability to manage relationships with partners, including government ministries, youth coalitions, universities, intellectual leaders, UN organizations, NGOs and the private sector.
•Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences.
•Familiarity with information systems and communication technologies is an asset.
DURATION OF ASSIGNMENT
6 months, with possibility of extension as per UNICEF Panama Country Office needs and performance evaluation.
